IUJP Requirements in Indonesia: Mining-Service Scope and Document Readiness

Jakarta Legal ID | Legal Corporate Insights | Published: October 2, 2026

IUJP requirements in Indonesia should be reviewed against the mining services a company will actually perform. Before assembling an application file, describe the work, identify the relevant service field and subfield, and reconcile the company’s records with that scope.

This guide helps a mining-service company prepare a document-readiness file. The table below is a preparation tool, not a complete statutory upload checklist for every applicant. The applicable requirements and current OSS instructions must be checked for the proposed activity.

Confirm That the Proposed Work Falls Within the IUJP Pathway

IUJP, or Izin Usaha Jasa Pertambangan, concerns core mining services. The IUJP standard in Minister of Energy and Mineral Resources Regulation No. 7 of 2026 identifies KBLI 09900 and distinguishes service fields and subfields. Its scope includes execution activities such as exploration, mining construction, transportation, and mineral processing. See the IUJP standard, printed pages 244–248.

Start with a written work description rather than a customer label such as “mining contractor.” Record what the company will do itself, what another party will do, and whether the work involves a mine project, supporting services, or another business activity. A broad commercial description can hide several different regulatory workstreams.

For the wider distinction between project licences and service-provider roles, use our mining licensing overview. An IUJP review should not be used to assume that a company holds the mining authority of an IUP project owner.

Check Execution Against Consultation or Planning

Regulation No. 7 of 2026 separately sets out a standard-certificate route for consultation and/or planning involving field observations without primary-data collection using equipment. A company described commercially as a mining consultant should therefore check its actual work before assuming that the IUJP execution route applies. See the separate consultation/planning standard, printed pages 249–250.

Write a Service-Scope Brief Before Collecting Documents

Prepare a one-page internal brief with the following information:

  • The applicant’s legal name and ownership profile.
  • A plain description of the proposed mining service and deliverables.
  • The service field and subfield to be checked against the current standard.
  • The company activity recorded in OSS and the relevant KBLI.
  • The general operating location and proposed customer’s project role.
  • The personnel, equipment, and operational arrangements intended to support the work.
  • Whether the file concerns an initial application or an existing licence that needs separate review.

This brief is an internal preparation recommendation. It helps the reviewer identify which records need checking; it does not establish eligibility or replace the official application.

IUJP Requirements in Indonesia: Organize Six Review Areas

The current IUJP standard refers administrative and technical requirements to Government Regulation No. 28 of 2025. It also provides for updating changed information in OSS and avoiding resubmission of information already available there. Check the risk-based licensing framework together with the current ESDM sector standard.

Use the following matrix to organize an initial review. Each row is an evidence category to examine, not a statement that every listed file is a mandatory upload.

Six review areas for IUJP document readiness; confirm applicable filing requirements separately.
Review areaRecords to organizeQuestion to resolve
Company identityCurrent deed and amendments, Ministry records, tax identity, and management information.Do the records describe the same applicant?
Business activityNIB, current OSS activity data, and the service-scope brief.Does the recorded activity match the intended service?
Technical capabilityPersonnel list, relevant competence evidence, and responsibilities for the proposed work.Which evidence is applicable to the selected scope?
Equipment and work arrangementsAn equipment schedule and available ownership, rental, or other supporting records. Can the proposed arrangements be explained and documented?
Project contextAvailable work description, contract information, and customer/project identifiers. Are the service provider and project owner’s responsibilities clear?
Application instructionsThe current requirements shown for the applicable activity and any reviewer clarification.Which supporting records must be provided, updated, or confirmed?

Where a document is not applicable, record why. Where evidence is unavailable, mark the gap and assign someone to resolve it. Do not present a draft, expired record, or commercial proposal as an approved licence or verified technical credential.

Reconcile the Records Before Submission

Compare names, addresses, company identifiers, activity descriptions, and management details across the file. Then check that the personnel and equipment schedules support the work described in the scope brief. Keep the current version of each record and note where an official system update may be needed.

A useful gap register has five columns: requirement to confirm, current evidence, discrepancy, responsible person, and next action. This is usually more useful than a folder containing many documents with no explanation of which version should be used.

For an existing IUJP, separate renewal or scope-change questions from the initial-application file. Review the licence and its actual approved activities before assuming that additional services are already covered.

Understand Verification Time and Service Costs

The IUJP standard specifies verification within a maximum of 14 working days after an application is received and complete. That verification provision should not be presented as a guaranteed end-to-end preparation or issuance time. Missing documents, corrections, and other dependencies affect planning. Refer to the verification provisions on printed page 248.

Request a written service scope before accepting a fee estimate. Ask which preparation tasks, submission coordination, correction rounds, government charges, and third-party work are included. Technical studies, site work, or other specialist services should be identified separately when relevant. An initial estimate should explain its assumptions.

Request an IUJP Scope and Document Review

Jakarta Legal ID can assist with an initial scope review, document-gap identification, and administrative coordination within an agreed engagement. Licensing decisions remain with the competent authority.

Start through our Mining Licensing service. For the initial enquiry, describe the proposed mining service, applicant type, general operating location, and whether an IUJP already exists. Share detailed company documents through the agreed intake process after the review scope is clear.

Frequently Asked Questions

Is KBLI 09900 alone enough to start mining-service work?

A business-activity code does not by itself establish that all applicable licensing and operational requirements have been fulfilled. Review the proposed work and the applicable licence position together.

Is this a mandatory IUJP document checklist?

No. It is a preparation matrix. The final application requirements must be confirmed against the applicable regulation, current system instructions, and the selected service scope.

Can the same company-file checklist be used for every mining contractor?

Use the identity checks as a starting point, then tailor the technical evidence to the actual work. A generic folder should not replace a scope-specific review.

Can Jakarta Legal ID guarantee IUJP approval?

No. Jakarta Legal ID supports preparation and coordination. The competent authority verifies the application and decides the licensing outcome.
