Industrial Licences

Scope assessment and administrative coordination for manufacturing and industrial activities under Indonesia’s current risk-based licensing framework.

Licensing Is Based on the Actual Activity and Risk Profile

Legacy labels such as IIK, IIM, or IIB should not be used as a universal current pathway. The applicable OSS output depends on the current KBLI, activity, scale, products, location, risk level, and sector requirements.

Activity and KBLI Review

Map raw materials, production steps, products, capacity, supporting activities, and project location to the current classification and licensing profile.

  • Manufacturing-process review
  • KBLI and supporting activity map
  • Business scale and risk profile
  • Foreign-ownership screening where relevant

OSS and Basic Requirements

Coordinate the NIB and any standard certificate, licence, PB UMKU, spatial, environmental, or building requirement identified for the project.

  • OSS data reconciliation
  • Spatial and environmental scope
  • Building and operational documents
  • Authority-dependent verification

Product and Ongoing Compliance

Identify applicable product standards, sector registrations, industrial reporting, expansion updates, and technical-professional involvement.

  • SNI or sector check where applicable
  • Industrial data and reporting scope
  • Expansion and amendment coordination
  • No guarantee of authority approval

Use the Current OSS Output, Not an Old Licence Name

Government Regulation No. 28 of 2025 governs risk-based business licensing. Requirements and system pathways can change, so the project’s current OSS data and the competent ministry or regional authority must be checked before implementation.

Industrial Licensing and Factory-Readiness Guides

Use these guides to separate the initial licensing pathway, site-readiness review, and post-establishment expansion workstream.

Industrial Business Licensing in Indonesia

Map KBLI, risk level, basic requirements, and evidence for a manufacturing project.

Factory Location Requirements

Check spatial, environmental, building, infrastructure, and OSS-location readiness before committing to a site.

Factory Expansion and Licensing Updates

Assess how capacity, process, footprint, and product changes affect existing approvals.

Planning a Factory or Industrial Expansion?

Provide the products, production process, capacity, location, company data, and current OSS records. We can map the administrative requirements and identify which authority or technical professional is responsible.
