SIPB requirements in Indonesia are not limited to an NIB and an application form. The applicant must first confirm that SIPB is the correct licence for the intended rock-mining activity, then prepare administrative, technical, environmental and financial evidence together with the coordinates and size of the requested area.
Under the current implementing framework, Permen ESDM No. 18 of 2025 defines SIPB as a licence to conduct mining business activities for specified types of rock or for specified purposes. The main SIPB framework remains PP No. 96 of 2021, which is still in force but has been amended by PP No. 25 of 2024 and PP No. 39 of 2025.
SIPB Requirements Indonesia: The Core Checklist
Article 131 of the official text of PP No. 96 of 2021 groups the SIPB application requirements into four categories: administrative, technical, environmental and financial.
The applicant must also identify the requested mining area. This makes SIPB readiness a combination of company-document preparation and project-location preparation rather than a purely corporate licensing exercise.
First Confirm That SIPB Is the Correct Mining Licence
SIPB is not a general substitute for IUP, IUPK or IUJP. It applies to the specific rock-mining category defined by the mining regulations.
This distinction matters before any document is assembled. An applicant should identify the material to be mined, the intended use, the proposed area and the actual business model, then test those facts against the current SIPB scope.
If the planned activity is instead a mining-service business performed for another licence holder, an IUJP analysis may be relevant. If the project involves a different mining commodity or licence structure, another mining licence route may apply. The licence category should therefore be resolved before the company treats an SIPB checklist as applicable.
Administrative Requirements
For the administrative file, Article 131 of the official PP No. 96 of 2021 text requires an application letter, NIB, applicable management, shareholder or capital and beneficial-owner information, and, for an SIPB sought for a specified purpose connected with a Central or Regional Government-funded development project, a copy of the relevant implementation contract or agreement.
In practice, the corporate information should be reviewed for consistency before submission. The company name, management, ownership information and NIB data should describe the same applicant that will hold the licence.
Do not treat the NIB as the SIPB itself
The NIB identifies the business actor in Indonesia’s business-licensing system. It does not replace the sector-specific SIPB requirements.
For application readiness, check whether the NIB and business profile accurately reflect the applicant and the intended mining activity. If the underlying corporate data has changed, reconcile those records before relying on them in the sector application.
Technical, Environmental and Financial Requirements
The SIPB checklist is unusually specific in several places, so applicants should not replace the regulatory evidence with generic company documents.
Technical requirement
The technical requirement in Article 131 is a statement that the mining activity will not use blasting materials.
That statement should match the actual extraction method contemplated for the project. If the proposed mining method depends on activities that are inconsistent with the required declaration, the licence fit should be reconsidered before submission.
Environmental requirement
For the environmental category, Article 131 requires a statement of commitment to comply with environmental protection and management requirements.
This application statement should not be interpreted as eliminating other environmental approvals or obligations that may apply to the project. The applicant should separately determine the environmental documentation and approvals required for the location and planned operations.
Financial requirement
For financial evidence, Article 131 requires the latest one-year financial report audited by a public accountant.
Applicants should check the audit period, company identity and consistency of the financial report with the applicant named in the licence application. A financial statement belonging to another group company should not be assumed to satisfy the applicant’s requirement without a legal basis.
Coordinates and Requested Mining Area
In addition to those four requirement categories, Article 131 requires the applicant to submit the coordinates and size of the requested area.
This is a substantive project input rather than a formatting detail. The coordinates used in the application should be reconciled with the project map, land-access assumptions, commodity information and other technical records.
A useful pre-filing question is whether everyone involved in the project is discussing the same area. If the commercial proposal, survey, corporate documents and licence submission use inconsistent locations or boundaries, resolve the discrepancy before filing.
What Happens After the SIPB Is Issued?
Obtaining the SIPB should not be treated as automatic permission to begin extraction immediately.
After issuance, the process does not end with the licence: PP No. 39 of 2025 amended Article 132 so an SIPB holder must prepare and submit a mining plan for Ministerial approval and may not carry out mining before obtaining the required mining-plan and environmental approvals.
Under the amended Article 132, the mining plan covers technical matters including reserve information, the mining plan for the SIPB term, environmental management including reclamation and post-mining, and mining-safety management.
This creates an important sequencing rule for investors and business owners: distinguish SIPB issuance from readiness to commence mining. A project can have progressed through the licence application while still needing the approvals required before mining operations begin.
Pre-Submission Readiness Check
Before submitting an SIPB application, review the file as one connected package:
- Confirm that the proposed commodity and purpose actually fit the SIPB category.
- Verify the applicant’s NIB and current corporate identity.
- Prepare the required management, ownership and beneficial-owner information for the applicant form.
- Confirm that the project can make the required non-blasting technical declaration.
- Prepare the environmental commitment and identify any separate project-level environmental approval requirements.
- Obtain the required latest one-year audited financial report for the applicant.
- Reconcile the requested coordinates and area with the project’s maps and technical records.
- If the application is for a specified purpose linked to a government-funded development project, prepare the relevant contract or implementation agreement.
- Plan for the separate mining-plan approval and environmental approval stage before mining begins.
This review is more useful than simply asking whether every document has been uploaded. The real question is whether the applicant, licence category, project area and supporting evidence all describe one legally and technically consistent project.
Conclusion
SIPB requirements in Indonesia combine corporate, project and technical evidence. The core application under Article 131 includes administrative, technical, environmental and financial requirements plus the coordinates and requested area.
The sequence also continues after licence issuance. Under the framework amended by PP No. 39 of 2025, the SIPB holder must address the mining-plan and environmental approval requirements before commencing mining.
For that reason, businesses should assess SIPB readiness in three stages: confirm that SIPB is the correct licence, prepare a consistent Article 131 application file, and plan the post-issuance approvals required before operations start.
Check Your SIPB File Before Submission
If your business is still confirming the correct rock-mining licence, applicant documents, project coordinates or post-issuance approval sequence, Jakarta Legal ID can help review the mining-licensing document path.
Request a consultation for SIPB application preparation and licensing coordination before filing so the company, project area and supporting documents can be checked for consistency.

FAQ SIPB Requirements Indonesia
What are the main SIPB requirements in Indonesia?
The core application requirements are administrative, technical, environmental and financial, plus the coordinates and size of the requested mining area. The exact file should be checked against the applicant type and project purpose.
Is an NIB enough to obtain an SIPB?
No. The NIB is part of the administrative file, but the SIPB application also requires additional corporate information, technical and environmental statements, financial evidence and area information.
Does an SIPB applicant need audited financial statements?
Article 131 requires the latest one-year financial report audited by a public accountant as the financial requirement for the SIPB application.
Can an SIPB holder begin mining immediately after the licence is issued?
The current amended framework requires a mining plan to be submitted and approved, and mining may not begin before the required mining-plan and environmental approvals are obtained.
Is SIPB the same as IUJP?
No. SIPB authorizes specified rock-mining activities or specified purposes, while IUJP concerns mining-service activities associated with parts or stages of mining business operations. The correct licence depends on the actual business model.
