SBU Company Data Change: Update Requirements in Indonesia

A change in company information does not automatically mean that the company must submit an entirely new construction SBU application. The first question is whether the changed fact affects the company identity, responsible personnel, qualification, subclassification, or another item relied on by the SBU record.

As of 3 October 2026, Permen PU No. 6 of 2025 is the current sector regulation setting business standards, supervision, and sanctions for risk-based licensing in the public-works sector. The construction-certification framework expressly recognizes an SBU data-change application, and Article 19 distinguishes changes requiring LSBU assessment from changes that can be processed without an assessment or criteria evaluation.

SBU Company Data Change: Start With What Actually Changed

Before opening an application, identify the underlying event. A company may have changed its director, PJBU, technical personnel, legal name, corporate deed, address, financial capacity, qualification plan, subclassification, equipment records, or another item connected to its certification profile.

Those changes should not all be treated as equivalent. Some are corporate changes first. Others directly affect the criteria used for certification. The correct route depends on the data being changed and whether the change requires the certification body to reassess the company’s ability to satisfy the applicable SBU standard.

The certification file itself is broader than the company’s name and directors: Permen PUPR No. 8 of 2022 identifies annual sales, financial capacity or asset data, construction workforce, equipment capability, anti-bribery management, and registered BUJK association membership among the SBU certification data.

That is why a useful SBU review begins with the certification criteria, not merely the latest amendment deed.

Two Routes: Changes With Assessment and Without Assessment

The central regulatory distinction is whether the requested change requires a reassessment of certification criteria.

Under Article 19 of Permen PUPR No. 8 of 2022, a data change that requires assessment follows the new-application flow mutatis mutandis through LSBU assessment, while a change without assessment is handled by LPJK through the integrated system.

Changes without assessment

This route is intended for a change that can be approved without a new evaluation of the company’s certification capability. Article 19 also states that an SBU data change processed without assessment is not charged a fee, after which LPJK notifies the LSBU for issuance of the SBU reflecting the approved change.

Do not interpret this as meaning that every administrative amendment automatically qualifies for the no-assessment route. The nature of the changed information still needs to be checked against the certification criteria and the functionality currently available in SIJK, the Ministry portal, or the relevant certification workflow.

Changes that affect assessed criteria

If the change alters a criterion that must be evaluated—for example, a qualification or certification-capability issue—the process can require LSBU involvement and assessment rather than a simple administrative correction.

The practical test is whether the company is only correcting or replacing recorded information, or whether it is asking the certification system to recognize a materially different capability, qualification, personnel configuration, or scope.

Director or PJBU Change: Do Not Mix the Corporate and SBU Steps

A director change and a PJBU change can overlap, but they are not conceptually the same filing.

Where the SBU change starts with a PT corporate change, Permenkum No. 49 of 2025 is the current Ministry of Law regulation governing the establishment, changes, and dissolution of limited liability companies. The company’s corporate record should therefore be dealt with through the appropriate corporate-law process before the downstream certification data is treated as settled.

For a detailed explanation of the upstream corporate process, see Jakarta Legal ID’s guide to changing a director or commissioner in an Indonesian company.

A separate SBU issue arises if the outgoing or incoming director is also recorded as the Penanggung Jawab Badan Usaha (PJBU). The Ministry’s current construction-licensing guidance specifically directs businesses changing the PJBU on an LPJK-issued SBU to use SIKI Client, select the SBU change menu, choose the PJBU change option, and upload the relevant amendment deed.

The sequencing principle is straightforward: do not leave the corporate record showing one management structure while the SBU-related record continues to rely on a former responsible person.

Other SBU Data That May Need Review

A company-data review should extend beyond directors when the underlying event affects certification capability.

Technical personnel

If a change involves PJTBU, PJSKBU, or another construction worker used to satisfy the company’s SBU requirements, check whether the replacement still satisfies the required competency, qualification, and subclassification. A personnel replacement is more than a name correction when the person’s credentials are part of the assessed capability.

Qualification or subclassification

A request to change qualification or business scope should not be treated as a simple clerical amendment. If the requested result changes the capability that the SBU certifies, expect the certification criteria to be reviewed.

Financial capacity and assets

Where a corporate restructuring, capital action, merger, ownership transaction, or accounting change materially changes the data relied on for financial qualification, the SBU impact should be checked rather than assuming that the existing qualification remains unaffected.

Equipment and other supporting criteria

Changes to equipment availability, anti-bribery management information, association membership, or other supporting certification data should likewise be tested against the requirements applicable to the company’s qualification and subclassification.

The point is not that every operational change requires a new certificate. It is that the company should identify whether the changed fact is merely administrative or affects an assessed SBU requirement.

How to Sequence the Update

A disciplined sequence reduces the risk of creating inconsistent records.

  1. Identify the legal event. Determine whether the trigger is a director change, PJBU replacement, personnel change, name change, address amendment, financial change, qualification change, or another event.
  2. Complete the upstream corporate record where required. If the event changes the PT’s registered corporate data, finalize the appropriate company action and Ministry record before relying on the new information for SBU purposes.
  3. Map the change to the SBU. Compare the new facts against the current SBU, SIJK record, responsible personnel, qualification, and subclassification.
  4. Determine whether assessment is required. Administrative changes may be eligible for a no-assessment route, while changes to assessed certification criteria may require LSBU review.
  5. Submit through the applicable system route. Follow the current SIJK, OSS, Ministry portal, LPJK, or LSBU workflow applicable to the specific type of change.
  6. Reconcile downstream licensing records. For the broader licensing layer, PP No. 28 of 2025 replaced PP No. 5 of 2021 and is now the general framework for risk-based business licensing and OSS.
  7. Verify the final record before use. Compare the updated SBU and system data with the latest corporate and personnel records before using the certificate for licensing, qualification, or procurement purposes.

This sequence is more reliable than changing one database and assuming every connected government or certification system will immediately reflect the same information.

Check the Updated SBU Before Using It

After approval, review the final SBU rather than stopping at the submission status. Confirm that the business identity, responsible person, classification, subclassification, and qualification shown in the certification record are consistent with the approved change.

Where a QR code or LPJK search record is available, use it as part of the verification process. The goal is to catch a mismatch before the certificate is relied on for a tender, licensing step, contract requirement, or another external transaction.

Also keep the evidence supporting the change together: the relevant corporate deed or resolution, Ministry record where applicable, personnel documents, certification submission record, approval or notification, and the updated certificate. This creates a clear audit trail showing why the SBU information changed and what record supports the new data.

Conclusion

An SBU company data change should begin with impact analysis, not with an assumption that every corporate amendment requires full re-certification. Identify what changed, determine whether the information affects an assessed SBU criterion, complete any upstream corporate filing, and then use the applicable assessment or no-assessment SBU route.

Director and PJBU changes deserve particular attention because one corporate event can affect both company records and certification records. Qualification, personnel, financial, equipment, and subclassification changes may require a deeper certification review. Before the updated SBU is used, reconcile the resulting certificate with the company’s current corporate, SIJK, and OSS information.

Review the SBU Impact Before Updating Company Data

If your company has changed its director, PJBU, personnel, qualification, corporate details, or other information connected to an existing SBU, Jakarta Legal ID can help review the sequence and identify which records should be updated.

Request a consultation for Business Certification (SBU) document and application coordination before submitting the change, especially where the same event affects both corporate and construction-certification records.

For help reviewing the certification impact and coordinating the supporting documents, review our Business Certification (SBU) service before submitting the company-data change.

FAQ SBU Company Data Change

Does every director change require an SBU change?

Not automatically. The company should check whether the director is also recorded as PJBU or whether the management change alters information relied on by the SBU or related licensing records. The corporate change and the SBU impact should be reviewed separately.

Is an SBU data change the same as SBU renewal?

No. Renewal concerns continuation of the certificate for a new validity period, while a data-change application corrects or changes information during the certification lifecycle. The assessment required depends on what data is being changed.

Are all SBU data changes free?

No general assumption should be made for every type of change. Permen PUPR No. 8 of 2022 specifically states that a data change handled without assessment or criteria evaluation is not charged a fee. A change requiring assessment follows a different certification route.

Should the company update AHU or the SBU first after a director change?

Where the underlying event is a registered PT management change, the corporate action and Ministry company record should be completed correctly first. The company can then reconcile any affected PJBU or SBU information against that finalized corporate record.

Can a qualification change be handled as a simple data correction?

It should not be assumed to be a clerical correction. A qualification change affects the capability represented by the SBU and should be reviewed under the certification criteria and current LSBU/SIJK process.
