Software and SaaS KBLI in Indonesia: How to Choose the Right Code

Choosing a KBLI for a software or SaaS company in Indonesia starts with the company’s actual economic activity, not with the word “SaaS.” A subscription-based product may involve software publishing, programming, application hosting, e-commerce development or even a separate intermediation activity, so there is no single code that automatically applies to every SaaS business.

For owners and investors researching software SaaS KBLI Indonesia, the useful question is therefore: what does the company actually create, provide and charge customers for?

Software SaaS KBLI Indonesia: There Is No Single Universal Code

Software as a Service describes how software is delivered and monetized, usually through ongoing online access or subscription. KBLI classification instead describes the economic activity performed by the business.

A company that develops a standardized application and publishes it for many customers is not necessarily performing the same activity as a software house that builds bespoke systems for individual clients. Likewise, a business operating infrastructure for application hosting is performing a different activity from a company whose principal product is the software itself.

This distinction should be made before selecting an activity in OSS. Start with the product and revenue model, then compare that activity with the current official KBLI description.

Start With KBLI 2025, Not an Old KBLI 2020 List

A large amount of online guidance still refers to KBLI 2020 codes, but that is no longer the safest starting point for a new filing.

The starting point is the current classification itself: BPS Regulation No. 7 of 2025 established KBLI 2025 and replaced the 2020 classification as Indonesia’s official classification of economic activities.

The latest amendment, BPS Regulation No. 6 of 2026, took effect on 10 September 2026 and identifies its principal changes as codes 27201, 27203 and 68122, rather than the software classifications discussed below.

That makes the current KBLI 2025 descriptions the appropriate basis for evaluating a new software business as of this review.

KBLI 58290 for Publishing Ready-to-Use Software

For many product-led software companies, the first code worth examining is 58290, but it should be used because the activity matches—not merely because the company calls itself a SaaS startup.

For a company that develops and publishes its own ready-to-use software rather than building software to a customer’s order, KBLI 2025 code 58290 covers publication of other ready-to-use software and expressly includes business applications, cybersecurity software, AI-based software and IoT-based software.

The official description also includes software created or produced by the publisher itself. This makes 58290 particularly relevant to a company whose core economic activity is developing and commercially publishing its own standardized application for a broader market.

A typical question to ask is: if two unrelated customers subscribe to the same core product, is the company principally publishing and maintaining that standardized software? If so, 58290 deserves close review.

KBLI 62199 for Software Development and Programming

The analysis changes where the company is primarily paid to design, modify, customize or develop software rather than publish its own ready-made product.

Where the business activity is primarily programming or developing software that is not classified elsewhere, the official KBLI 2025 publication describes code 62199 as covering other computer programming activities, including software systems and applications for business, finance, databases, websites, IoT and cybersecurity.

The description also covers software modification and configuration so that an application works within a user’s or client’s information-system environment.

That makes the distinction between 58290 and 62199 commercially meaningful. A product company may publish one standardized application, while a development company may create or materially customize solutions around the specifications of particular clients. Some companies perform both activities and may need to map more than one genuine business activity rather than forcing the entire operation into one label.

KBLI 62191 for E-Commerce Application Development

Not every software-development activity belongs in the general programming category.

If the product is specifically an application developed to support electronic transactions for goods or services over the internet, KBLI 2025 code 62191 covers programming and development of applications for internet-based e-commerce.

Its scope includes design, programming, modification, updating, customization, testing and technical support for the code needed to build and implement e-commerce applications.

A SaaS vendor building a general CRM, HR, project-management or accounting application should therefore not select an e-commerce-development code merely because customers access the application online. The activity needs to match the substance of the product described by the code.

When Hosting or Cloud Infrastructure Is a Separate Activity

Running an application in the cloud does not automatically mean that the company’s core business is hosting. Many SaaS businesses buy infrastructure from a cloud provider while their own economic activity remains software publishing or development.

A different classification issue arises when the core business is infrastructure or hosting because the official KBLI 2025 publication places cloud infrastructure, cloud computing, web hosting and application hosting within subgroup 6310.

This means founders should distinguish between using cloud infrastructure to deliver their own software and selling hosting or computing infrastructure as a service. Those are not automatically the same KBLI activity.

For example, paying a third-party data center or hyperscale cloud provider to host a SaaS application does not by itself turn the SaaS publisher into a hosting provider. By contrast, a company whose customer proposition is application hosting, cloud infrastructure or computing capacity needs to examine subgroup 6310 directly.

Do Not Automatically Use the Old Platform Code 63122

Legacy articles frequently recommend KBLI 63122, Portal Web Dan/Atau Platform Digital Dengan Tujuan Komersial, for a wide variety of digital businesses. That shortcut is no longer reliable for a new KBLI 2025 analysis.

Businesses should also avoid automatically carrying forward the former commercial-platform code 63122 because the current OSS conversion record for KBLI 63122 shows that it was split into 33 KBLI 2025 codes rather than converted into one universal replacement.

Those resulting classifications cover very different activities, including software publishing and multiple forms of sector-specific intermediation. A marketplace, travel platform, accommodation intermediary, retail intermediary and software publisher therefore should not be treated as though they all have the same replacement code simply because their businesses use a digital platform.

The business model and the underlying transaction being facilitated now matter even more when evaluating a platform activity.

How to Map a SaaS Business Model Before Filing in OSS

A useful classification process starts with commercial reality rather than the desired code.

Identify What Customers Actually Pay For

Describe the transaction in one sentence. Is the customer paying for access to the same standardized software used by other customers? Is the customer commissioning a custom system? Is the company supplying application hosting or cloud infrastructure? Is the company facilitating transactions between third parties?

That description usually reveals which KBLI family deserves closer examination.

For a standardized proprietary software product, review 58290 first. For client-specific programming and customization, examine 62199 or another more specific programming code. For e-commerce application development, consider 62191. For genuine cloud or application-hosting services, examine subgroup 6310. A platform that intermediates transactions requires another review based on the type of intermediation performed.

Separate Primary and Additional Activities

Technology companies often combine several revenue streams. A SaaS company might publish its own application while also charging enterprise customers for bespoke implementation or development. Another may sell software while separately operating infrastructure for customers.

Do not assume that the existence of several technical functions means every related KBLI should automatically be added. The company’s stated activities should correspond to real operations. Conversely, do not omit a material activity simply to keep the company’s OSS profile artificially simple.

Check the Live OSS Scope and Obligations

Selecting a code is not the final step. The current OSS page for each classification can show scopes, authorities and supporting licensing items that depend on the actual activity.

After identifying the activity, the business should review the selected code’s current OSS scope and licensing outputs because Minister of Investment and Hilirisasi/BKPM Regulation No. 5 of 2025 is the current procedural framework for risk-based business licensing and investment facilities through the OSS system.

This final check is particularly important for software companies that also perform regulated sector activities. A financial, pharmaceutical, defense, trading or other regulated function can introduce requirements that do not arise merely from calling the product software or SaaS.

Conclusion

There is no universal SaaS KBLI code in Indonesia. The correct starting point is the economic activity performed by the company under the current KBLI 2025 framework.

A company publishing its own ready-to-use application should examine 58290. A company primarily performing software programming or client-specific development should examine 62199 or a more specific programming code. E-commerce application development may point to 62191, while genuine cloud and application-hosting businesses should review subgroup 6310. Digital platforms also need fresh analysis because the former KBLI 63122 was split into numerous KBLI 2025 classifications.

For founders and investors, the safest method is therefore to map the product, customer transaction and revenue stream first, compare them with the official KBLI description, and then verify the live OSS scope and licensing outputs before filing.

Map Your Software Business Before Selecting a KBLI

If you are establishing a software, SaaS or digital-platform company in Jakarta and need to align your business model with company setup and OSS activities, Jakarta Legal ID can be consulted to review the classification and licensing pathway.

PT PMA or PMDN setup and business-licensing assistance can be considered as part of that review; no separate service-page link is included because the supplied verified inventory did not identify an approved service URL.

FAQ Software SaaS KBLI Indonesia

What KBLI should a SaaS company use in Indonesia?

There is no single code that applies to every SaaS company. A business publishing its own standardized ready-to-use software should examine KBLI 58290, while custom programming may point to 62199, e-commerce application development may point to 62191, and genuine cloud or application-hosting services fall within a different activity group. The actual business model should be matched to the official description.

Is KBLI 58290 suitable for SaaS?

It can be relevant where the company’s core activity is publishing its own ready-to-use software rather than developing a bespoke product for each customer. KBLI 58290 expressly includes business applications and other ready-to-use software, but the company’s full activity should still be reviewed before selecting the code.

What is the difference between KBLI 58290 and 62199?

KBLI 58290 concerns publication of ready-to-use software that is not made to individual customer order. KBLI 62199 covers other computer programming activities, including development, modification and configuration of software systems and applications not classified elsewhere. The practical distinction is often product publishing versus programming or development activity.

Does a SaaS company need a hosting KBLI because its software runs in the cloud?

Not automatically. Using cloud infrastructure to deliver the company’s own software is different from selling cloud infrastructure or application-hosting services to customers. Hosting and cloud-computing activities are separately described within KBLI 2025 subgroup 6310.

Can a new digital platform still use KBLI 63122?

Businesses should not assume so. OSS records show that the former KBLI 2020 code 63122 was split into 33 KBLI 2025 codes. A current platform business should identify the underlying publishing, intermediation or sector activity and select the applicable current code rather than automatically using the legacy classification.
